1847587 - convert .ini manifests to .toml: batch 1 fixups

Batch 1 of the ManifestParser *.ini files have been converted to *.toml

Additional actions (to be included in future batches) are these fixups:

• remove corresponding *.ini files
• change references to *.ini files in any moz.build files
