Steps to reproduce:

In previous versions of Thunderbird, the Menu Bar appears on top of the Mail Toolbar. In v115, these two are reversed, with the Mail Toolbar on top of the Menu Bar. This happened on two Windows 10 machines on which I loaded v115.

Actual results:

There is no impact in terms of the actual operation of Thunderbird.

Expected results:

The Menu Bar in v115 should appear on top of the Mail Toolbar, as it has since the beginning of Thunderbird.
