Steps to reproduce:

When composing a new email the 'Tools' menu loses all menu items

Actual results:

The Tools menu blanks

Expected results:

It should not be blank, of if the decision has been made not to show those items when the compose window is opened then it'd be handled better by removing the Tools option from the menu bar.

Indeed, the Tools menu was only used to show links to the account settings and settings tab, which have been moved to the "Thunderbird" menu as per macOS platform conventions.
We can remove it.
