ER: The animation stutters (and appears to move slightly backward each time it rotates)

I got this regression range but I am not 100% certain : https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=c15abadbc3c7008549ecb562326483749698ce46&tochange=a8d37f94a6364103b7f373b9938ce7a62d9db9e6
(This range has the bug where partial-prerender was disabled)

Profile: https://share.firefox.dev/447lvDg (but i dont think this is a perf issue)

Setting layout.animation.prerender.partial = true fixes the stutter on Nightly118.0a1 Windows10.
