ER: The animation stutters (and appears to move slightly backward each time it rotates)

(This range has the bug where partial-prerender was disabled)

Profile: https://share.firefox.dev/447lvDg (but i dont think this is a perf issue)

Setting layout.animation.prerender.partial = true fixes the stutter on Nightly118.0a1 Windows10.

Set release status flags based on info from the regressing bug 1760918
