If you view the above page, it looks fine, until you scroll the page down. The
area which is a news ticker doesn't scroll up with the rest of the page.

Also, when you switch tabs, it is drawn on the new tab.

Reproducible: Always

Steps to Reproduce:
1.go to the above url
2.try to scroll
3.

Actual Results:  
the 'LATEST' news ticker area is drawn at the same position in the window, and
not scrolled up with the rest of the content.

Expected Results:  
should scroll up.
