Preconditions:

- Save 1 or 2 addresses in about:preferences#privacy, Forms & Autofill section
- Use US VPN
Steps to reproduce
- Go to https://www.harborfreight.com/
- Add one item to cart and proceed to checkout
- Use autofill feature first time in the checkout form(clear history before if necessary)
Expected result
- The correct saved values should be autofilled in the corresponding fields inside the checkout form.
Actual result
- Wrong value is autofilled in the State field first time we use the autofill feature in the checkout form.

- The issue can not be reproduced in Google Chrome.

The city, zip code and state are filled in automatically by the web site, based on which store you have selected, so do not get autofilled.
I don't see an issue with the phone number; it gets filled in for me.
I don't see any significant issue with this site from what is expected.

I'm unable to reproduce this issue in the latest Nightly 126.0a1 on Windows 10 x64.
