Steps to reproduce

1. Reach about:preferences and turn off feature recommendations. (Recommend features as you browse)
2. Reach the Amazon https://www.amazon.com/dp/B09B6ZXD2V/ref=sbl_dpx_office-desks_B0B4CYW8FB_0 link

Expected result

• The Shopping sidebar should not be displayed since the user opted out of feature recommendations.

Actual result

• The Shopping sidebar is still displayed for each product details page.

My understanding is that we will not handle this in the sidebar, but instead, we'll make sure the nimbus targeting code excludes users from the experiment who have these prefs set.

:pdahiya, could you confirm the nimbus targeting will exclude users with feature recommendations disabled?

That's my understanding, For MVP both smoke test in beta Fx119 and Fx119 experiment, we should land advanced targeting in Nimbus that enrolls users with targeting documented here, one of this targeting is check for pref browser.newtabpage.activity-stream.asrouter.userprefs.cfr.features which controls feature recommendation in settings something like as done here
