Steps to reproduce:

1. Go to contacts.google.com
2. Delete a contact
3. Clear the trash

Actual results:

Google will open a new popup window¹ asking to confirm the account password. However, add-on buttons don't appear in this window, meaning that password managers, like Bitwarden, can't work.

¹ I actually don't know if it's a popup window, since the popup windows are blocked in settings. However, it's a new window that is opened. Also, other websites such as Gov.br² shows login forms in a separate window.

² Bitwarden autofill doesn't work in Gov.br, but I just attached a screenshot of its popup window as an example to show the problem

Expected results:

Add-on buttons appearing in this "popup" window.

Sounds like related to bug 1742073, where the context was about the toolbar button which is added by each extension,
but now that we have the Extensions button which can access all extensions from its menu, we could add it to minimal popup while keeping the popup "minimal".
