Bug 1851143 is tracking enabling ORB by default on all channels. After that lands we can also disable the JS Spectre mitigations on release (bug 1837602 was Nightly-only).
We should wait a release cycle to give the ORB changes time to bake.

Now that ORB is shipping in Firefox 118+ (bug 1851143), we can let this pref
change ride the trains to release in Firefox 119.
