The Bugbug bot thinks this bug should belong to the 'Core::Widget: Cocoa' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
The bug doesn't exist with
- Microsoft Edge
- Opera
- Chrome
- Tor 12.5.2
- and Firefox 116 !
So it's not a 'Core::Widget: Cocoa' problem but really a Firefox 117 bug...

Core::Widget: Cocoa
just refers to the functional area of the Firefox codebase where the bug likely exists. It helps get the bug in front of the right engineering team for analysis. That being said, this sounds like a possible duplicate of bug 1850828, which is already being tracked as a new macOS bug in the 117 release.
Yes, Ryan, it's the same than bug 1850828

Issue does not reproduce anymore with Firefox 118.0b6 and Nightly 119.0a1, most probably due to the fix from bug 1850828. Double click - or ‘Open’ from context menu - on any .webloc file now opens its specific URL. Reproduced and verified on macOS 12.

Thanks for the verification, Oana.
Phil, FYI, we intend to address this in the 117.0.1 release due to ship next Tuesday as well.
