1851453 - Notification dot should be disabled

This got turned on by accident I think in bug 1837037 and we should remove this line since it hasn't been used in a while. We'll also want to remove all of the code and tests (which have caused intermittent failures) if we won't be using this in the foreseeable future - I'll talk to product about this.
