Can't move tabs in all tabs list on Wayland

User Agent: Mozilla/5.0 (Windows NT 10.0; WOW64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/113.0.5666.197 Safari/537.36
Steps to reproduce:
Open more than one tab. Hit ctrl+shift+tab. Try to click+drag the tabs around to re-order them.
Actual results:
It didn't work. Problem existed in 117, 116, and earlier versions.
Expected results:
It should allow you to rearrange them like it used to. Now it only works in the tab bar.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

I am not able to reproduce the issue on neither Win10x64/Mac 12.6 using FF builds 117.0 and 116.0. Tabs rearrange without issues.
Reporter, what Operating system are you using, also does the problem still happen if you start Firefox in Safe Mode? (Safe Mode disables add-ons, extensions and themes, hardware acceleration and some JavaScript stuff in order to exclude some possible reasons for problems.) Thanks, it's nice to know that it should work. I'm on OpenSUSE Tumbleweed KDE. I'm in safe mode right now and it's still not working.

I'm also unable to reproduce this on Ubuntu. Moving this to Core::Widget: Gtk for further investigation.

Can confirm this works fine on KDE Neon live running in a VM here. Seems maybe this is an opensuse issue and I should have filed it there instead? Apologies if that's the case.

In my efforts to pinpoint this issue, so I could file it correctly, I have found that this issue only exists in Wayland sessions.
If I log into Plasma Wayland, it fails as described. If I log into Plasma X11, it works as expected.

I found this issue also not present in a live Ubuntu 23.04 Wayland session, so I'm confident that this is specific to OpenSUSE Wayland sessions.
I have filed that bug: https://bugzilla.opensuse.org/show_bug.cgi?id=1215137 and will resolve this as invalid
