Steps to reproduce:
Clicking a link anywhere outside Firefox when the browser is not already open.
Actual results:
The browser opens, to the landing page. It does not load the link. Clicking a second time opens the link, albeit in a new tab. This appears to be new, and worsened, behavior relative to a long-running issue filed under bug 1600153 (in which links always opened in a second tab).
Expected results:
The browser should have opened and loaded the link in the main tab (without opening a second tab), on the first attempt.
