Steps to reproduce:
An email notification will be sent. Someone added an attachment to the ticket.
Actual results:
The link to the attachment is only relative.
My guess: The client thinks .cgi is a top-level domain, recognizes it as a URL and adds an http:// in front of it.
http://attachment.cgi/?id= is of course not accessible externally.
