Steps to reproduce:
After migration from V102 to v115, the refresh button or right-click refresh of external ics calendars does not read the concerned calendars.
Problem-free operation on the same calendars for months/years
Actual results:
The calendar refresh button or right-click refresh of external ics calendars does not read the concerned calendars: the content of the calendar does not change.
While the ICS file has changed.
While we can clearly see the calendar UI flickering.

it seems to me that the refresh is done correctly but that the external file is not read.
I have the case for 8 external calendars
Expected results:
Reading the external file and updating the calendar interface
ok again once back to V102.
Then the problem again when upgrading to v115.
Then ok again returning to V102

No, I just checked, I have the same phenomenon on https://www.... and on file:///C:.......
Both work very well on the V102 but they are apparently not read on the V115

whith an event on 10/12/2023
Adding the calendar works and Calendar sees its name but the event is not added.
It works wonderfully with the V102

Works thus far (w/ offline support disabled) but considering the erratic nature of this bug I wouldn't take that as to mean that it does fix that just yet.
Plus, tasks are not correctly sync'd.
