Based on the upgrade of the base64 crate over on bug 1852174 we should do a new release of the webdriver crate. Given that no APIs have been changed this can be a minor release.

We cannot actually release a bugfix release given that the virtual authenticator feature has been added. As such we need a version bump to 0.49.0.
