1853948 - slider between message list pane and message pane does not move high enough

Steps to reproduce:

i'm in the classic layout with folder pane, message list pane and message pane shown. i tried to slide the divider between the message pane and message list pane up to show only 4 or 5 email entries on the list so more information in the message pane shows without having to scroll as much. the layout is in the default view mode.

Actual results:

the divider moves up but it stops when 7 entries in the message list are showing. it will not slide up to 4 or 5 entries.

Expected results:

the divider should slide up to show as few as one message in the message list pane. it would also be great if the message header could be hidden to further increase the room for information on the message pane.
