Can't delete URLs from Firefox Suggest

Steps to reproduce:
In Firefox 117.0.1, it seems that you can no longer use the up and down keys to select a URL from the "Firefox Suggest" list of URLs, and then press shift-delete to delete a URL. The up and down keys work correctly, but shift-delete appears to do nothing.

The Bugbug bot thinks this bug should belong to the 'Firefox::Address Bar' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Would you be so kind as to answer a few questions so we can investigate this further?
- If possible, could you please detail the STR?
- Do you mean that the URL’s are not removed at all if using the Shift+Delete key combination, or are removed from one tab but reappear in the next?

I'm not sure what you mean by "STR". Can you please explain?
Affected URLs are not removed at all. This only seems to affect some URLs, not others. Some I can remove using shift-delete. I get the impression that the URLs I can delete are less frequently accessed URLs, and the ones I cannot delete are more frequently used. This is just an impression, though. I've checked that the URLs I cannot delete are NOT bookmarks.

If I create a new profile, then I can delete all the suggested URLs. However, I notice that there is no "Firefox Suggest" section. There is only a list of URLs without sections.

The same is true of troubleshooting mode. I can delete all the suggested URLs, but there is no "Firefox Suggest" section.
