Steps to reproduce:

Submit a bug with a video file in attachments (18,7 MB)

Actual results:

I couldn't submit the bug and error wasn't clear (not like I get a notification that the size of that file is too big)

I tried submitting the bug, got the error (sometimes it's just a blank screen), reloaded and tried again, then deleted the attachment and filed the bug again

Expected results:

Either get the bug submitted or have a popup that I can't upload files as big as that
