This range strangely goes to 2022-09-30, nothing suspicious at all. Must be an M-C thing:

Very suspicious since the panel is a deck: Bug 1689816 - Implement <tabpanels> and <deck> without XUL layout.
Since both "Next" and "Finish" buttons are present, this must be a CSS thing to hide the unwanted one that broke.

Annoying little issue, but not a blocker and it doesn't prevent the creation of newsgroups.
We will nuke this dialog anyway in the next few month with the implementation of the new unified account hub, so there's no need to invest resources in this dialog that will be deleted soon.
Making this a blocker of bug 1789966 for reference.
