Currently not enough reviews is only displayed when rating or grade is returned null from analysis API.

Update it to spec as mentioned in the doc

Verified fixed on latest Nightly 120.0a1 from 10/18 with LG G7 fit (Android 8.1.0) and Xiaomi 12 Pro (Android 13). The correct message is now displayed.
