Steps to reproduce:

Update to the new version of Thunderbird

Actual results:

The menu bar is below the toolbar, which makes for an awkward UI and runs counter to how every other desktop application works.

Expected results:

Menu bar should be on top. At the very least there should be an option to use a more standard UI.
