Details
Steps to reproduce:
Run Thunderbird 115.3.1 "Supernova".
Actual results:
Search field is located in window title. Main menu bar is placed under it. there is no UI option to enforce classic concept with menu on top and toolbars under, only 'hacky' way through enabling and introducing custom CSS:

https://www.askvg.com/tip-how-to-move-menu-bar-at-top-in-mozilla-thunderbird/
Expected results:
The Main Menu bar must be placed immediately under window title(if any), and all the toolbars(including search) must be placed under it. For example, like FF 115 does.
all the new concepts may be ten times suppa-duppa and ultra-megadrive-power-whatever, but transition from classic to all ultra-megadrive-power-... must be comfortable for user and optional.
let the user have choice and decide, ass Mozilla Principles state!

xref bug 1822991. AIUI, it will eventually be possible, but there's work needed. I don't know if there's a bug for that work yet.

Anything that happens will be announced through bug 1822991
No-no-no, i am NOT duplicating #1822991, please draw enough attention.
the #1822991 points to workaround, but i am saying "this must work exactly same way as Firefox now does WITHOUT ANY WORKAROUNDS"

We know what you are asking for. If and when this happens, it won't happen through your bug report. The main point of 1822991 is that there is no near term plan to deliver this.
