Steps to reproduce:

Actual results:

SuperNova 115 moved the Toolbar up, which deprecated the need for the "Rise of the Tools" add-on. However it is now above the Menubar, which does not conform to a standard Windows layout and just slows me down.

Expected results:

I would like to see the Toolbar below the Menubar and above the Tabbar.

A Settings switch could be nice for users to place the Toolbar above or below

With discussion closed in bug 1822991, I will have to respond here

Would it not be considered conventional as well as logical for the "bar control" order from top down to be Window Control, App control, App features, at least in Windows? What OS out there (that has three bars) uses a different convention?

If a single choice had to be made, Which of these has the majority of Firefox users? Which makes the most logic sense from a user perspective?
How difficult would it be to implement a preferential switch setting ?

I gotta say, I find this really annoying and it makes my workflow less efficient.
