Right now we explicitly set this field true for benchmarks.
a QOL change would be to remove this field (and have it be true by default), and instead set the field to false explicitly if needed, (and all the parsing is handled in manifest.py)

I believe this idea came up in discussion in phabricator in the patch for Bug 1835071

I will update the jira priority/impact
