This may be resolved by the bug 1857558 work.
Since the panel is locking the TB focus on its elements and explore-by-touch does not work (nothing is being announced with it) basically hiding the rest of the on-screen element from a screen reader, it is important to communicate to a user that (1) there is a panel opened and (2) what is the purpose of this panel, thus the access-s2 severity is assigned to this bug

The severity field for this bug is set to S3. However, the accessibility severity is higher, .
:jonalmeida, could you consider increasing the severity?

Taking BugBot's advice since there doesn't seem to be a workaround if the CFR isn't announced.
