1859839 - Update "manage search shortcuts" string in Search settings

Description

Bug 1856438 reorganized and added new settings for Firefox Suggest, but the Figma also replaces the "Manage search shortcuts" string with "Manage alternative search engines".

In addition, let's flip the order of "Autocomplete URLs" and "Show voice search". Voice search is first in the Figma, but it's second in Nightly.

Verified as fixed on Nightly 120.0a1 from 10/20 with Motorola Moto G9 plus (Android 11) and OnePlus A3000 (Android 6).
