There's a couple of places in gecko_taskgraph, the rest is in comm-central.

This also switches comm-esr115 to an "esr115" release type.

Testing completed (on c-c, etc.): has been on beta for some time
Risk to taking this patch (and alternatives if risky):
By itself, this patch won't work. It either needs the other patch on this bug uplifted to m-esr115, or preferably bug 1891542 taken with it. This is the next step in monthly releases and will need to go with the release2esr migration rule on Balrog.
