Steps to reproduce

1. Download the .exe Full installer for Firefox.
2. Start installing the Firefox build and select the custom mode.
3. Select a folder for installing Firefox and proceed with the installation until 'Set Up Shortcuts' is displayed.

Expected result

• The 'On my taskbar' option is available on the 'Set Up Shortcuts' screen.

Actual result

• The 'On my taskbar' option is not available on the 'Set Up Shortcuts' screen.
• Only the 'On my desktop' and 'In my Start menu Programs folder' options are displayed.

Regression range

• First bad: 120.0a1 (2023-10-4)
• Last good: 120.0a1 (2023-10-3)
• Pushlog: The regression was found manually.
• Note that on the Beta builds, the first affected build is 119.0b5.

This is by design. Microsoft changed the functionality on newer versions of Windows 11, to ask the user for confirmation that they want to pin, so we changed it so that the installer no longer pins on those versions, and pinning can happen in the on-boarding process only now.
