Vendor application-services into mozilla-central so desktop can pick up this change to the suggest component: https://github.com/mozilla/application-services/pull/5884

The PR hasn't been merged yet so I'm filing this bug as a placeholder.

There's a trivial conflict with the m-c patch on 120 in .cargo/config.in.
