This is a metabug for integrating the Rust Suggest component into desktop.

All bugs have landed and integration is complete, so I'll close this. We'll still need to periodically vendor application-services into mozilla-central when there are changes to the Rust component. In particular, since we're planning on shipping the Rust backend in an experiment targeting 120 and there have been changes since the previous vendor, we'll need to vendor before the 120 cycle ends.
