Bug 1837079 has landed and has not caused problems (outside of one flaky test, bug 1861519).
This implies that the fallback code is still operational. Time to turn on the actual out-of-process file-dialogs (in Nightly only, for now) to see what breaks!

Change the pref to "0". Nightly builds (not Beta or Release, even once
this patch rides the trains) will interpret this as
remote-with-fallback.
