We put macOS attribution reporting behind a Nimbus flag in bug 1858545. As it turns out, this has caused us to lose attribution data due to the fact that data is not sent until the second session (the first session doesn't enrol users into the experiment until after attribution data is gathered).
The new plan is to send attribution data by default, but we'll hold off doing so until we have both static and dynamic attribution ready to go.

The pref is being kept for now, to make it easy for QA to verify dynamic attribution when it is ready.
