When composing a message by pressing the Write, Reply, Reply All, or Forward buttons, or by using the New->Message command, Thunderbird automatically sets the spellcheck dictionary and the message's Content-Language header according to the user's default preferences. If the user selects a different dictionary from the Spelling drop-down menu, then Thunderbird automatically updates the message's Content-Language header.

Thunderbird also behaves this way when composing a message using the Message->Edit as New Message command, but I think it shouldn't. When composing a new message this way, Thunderbird should instead inspect the existing message's Content-Language header, and then set the spellcheck dictionary and Content-Language header for the new message accordingly. (I write in various languages, and when I need to re-send a message that was written in a non-default language, I don't want to have to manually re-select its language in the Message Compose Window. This is something Thunderbird should be doing automatically.)
