V115.4.2 automatically opens a "Thunderbird Privacy Notice" tab every time Thunderbird is opened. V115.4.1 did not do this.

If you close the tab, it will reappear the next time Thunderbird is opened. The salient feature of this bug report is / was that the behavior is different in V115.4.1 and V1215.4.2, specifically that the privacy notice tab does not appear every time V115.4.1 is opened. The V115.4.2 behavior appears as if some "flag", that would indicate that the privacy notice tab has been displayed at least once since a Thunderbird update has been installed, is not getting set, or is not being saved, or is not being checked.

Thanks for your report! I'm trying to do an initial investigation into this issue but am failing to reproduce it (creating a new profile in 115.4.1, closing the privacy notice tab, then opening that same profile in 115.4.2).
Could you open the configuration editor (go to Thunderbird's general settings and scroll all the way down, there should be a "Config Editor" button) and share the values for:
datareporting.policy.currentPolicyVersion
datareporting.policy.dataSubmissionPolicyAcceptedVersion
Additionally, after starting Thunderbird and observing the appearance of the privacy policy page, could you open the developer tools (Menu > Tools > Developer tools, or Ctrl/Cmd + Shift + I - accept the "Incoming Connection" dialog) go to its "Console" tab, and share whether there's any warning (in yellow) or error (in red) in there?

Unfortunately, I needed to move on and have had to subsequently install V115.4.3, which seems to have eliminated the problem, so I can't provide values and warnings/errors from V115.4.2. (I don't have the resources to maintain multiple versions of different applications such as Thunderbird or Firefox.) The values for "currentPolicyVersion" and "dataSubmissionPolicyAcceptedVersion" in V115.4.3 were both "2", and the one warning appearing in the Console tab of the Developer Tools for V115.4.3 is: "services.settings: Failed to load last-modified.json: Type Error: NetworkError when attempting to fetch resource utils.sys.mis:322"
Since V115.4.3 appears to have eliminated the problem, it would seem logical to do a comparison between source code for V115.4.2 and V115.4.3 to determine what changed.

I'm not seeing anything obvious in the commits that were uplifted between 115.4.2 and 115.4.3.
Since the issue has resolved itself and I'm not aware of new reports, let's close this and look into it again if the issue reappears in the future.
