To view the CFR message, open about:newtab#asrouter and preview the PERSONALIZED_CFR_MESSAGE message.

The CFR notification icon(the lightbulb in this case) color/contrast is not ideal (It seems like it should be white in this case). Scope of this bug is to investigate what the proper color to use is in this case and to ensure that the background and foreground colors can be modified correctly.
