Regression caused by (bug #):
User impact if declined: CloudFile attachment file name have a wrong encoding and AV software may discard it
Testing completed (on c-c, etc.): on beta for a few days
Risk to taking this patch (and alternatives if risky): Low, we now use the same encoding mechanism we use elsewhere
