In the excellent talk, Resource Loading at the Cutting Edge, Robin Marx shows Firefox always using sequential ( i.e. incremental=0) for HTTP/3 requests. That is, no bandwidth sharing.
The bug is to verify if this is indeed the case and then to evaluate the circumstances under which we make this choice.
