1-Load testcase in short/narrow viewport
2-Mouseover horizontal scrollbar
Actual result:
1-Half of horizontal scrollbar painted before mouseover
2-3/4 of horizontal scrollbar painted after mouseover
Expected result:
1-All of horizontal scrollbar painted regardless of mouseover

Happens on Win32 and Linux. Tried release versions 1.2.1, 1.3.1, 1.4b, and
1.4CVS built myself (last on Linux only). Doesn't happen in IE on Windows.

1.4rc2 Linux, OS/2 and W98 all err. However, each errs slightly differently. On
Linux, the improperly painted area is all black until you click it a second
time. Upon second click, the black is gone, replaced by fractional opacity of
the scrollbar color. OS/2 paints as expected, though slowly, allowing a brief
view of the fixed div before proper painting. Also, if covered by another
window, then uncovered, it will be unpainted until clicked. W98 leaves it
partially painted with the fixed div on first click, paints properly on second
click.
Could be graphics adapter related, as all three machines use the exact same
orphaned card.

enough and the vertical scrollbar is littered by the fixed div nav on the right.

This bug seems to be visible when position:fixed; is on an element with
width:100%; and a background-color. Removing the background-color and adding a
border for example does not show the bug.
This is the same as bug 183495.
