• Update bundled Python3 to version 3.11.7.
• Make MinTTY the default shell.
• Fix localized output issue with Mercurial.
• Make EXTERNAL_TO_MOZILLABUILD_SSH_DIR work when the path contains spaces.

--ignore-installed was the wrong flag to use here. We want to use
--force-reinstall because that will ensure the older version is
uninstalled, and the newest version is freshly installed.

--ignore-installed was causing the newest available version of pip3
to be downloaded, but not actually installed.
