Once the implementation is ready, we need to enable the pref for release.

All major* release blockers have been satisfied at this point.
There are still a few S3 A11y bugs that I intend to fix before release, however everything S2 and above has been resolved.
I feel comfortable enabling the pref at this point to get ready for a Nimbus rollout.

[Why is this notable]:
The Select Translations feature will be enabled by default in Firefox 128.
[Suggested wording]:
The ability to translate selections of text to other languages will be available in the context menu.
The ability to translate hyperlinked text to other languages will be available in the context menu.
