1870684 - Update search tests for the new search configuration

We need to update the toolkit/components/search tests for the new search configuration. As part of this we should (these may be split out into separate bugs):

• Investigate providing helpers for giving particular search engine configurations in the new style.
  • It would be good to see if we could lay the basis for simplifying/removing the "data" and "data1" sub-directories.
• Ensure all tests in toolkit/components/search pass when browser.search.newSearchConfig.enabled is set to true.
• Ensure all tests in toolkit/components/search still pass when browser.search.newSearchConfig.enabled is set to false.
