As part of the ongoing work for the new search configuration, we want to update SearchTestUtils.useTestEngines to be able to work with search-config-v2 style configurations when the new preference is turned on.

This also adds data1/search-config-v2.json which uses it and starts to get some tests passing when search-config-v2 is enabled.
