It is forced set to true in Fenix by https://searchfox.org/mozilla-mobile/source/firefox-android/android-components/components/concept/engine/src/main/java/mozilla/components/concept/engine/Settings.kt#292 when GeckoEngine initialized with DefaultSettings.

Comment 1 is correct, the value would be set to what is put in the default settings that is set in Fenix.

You can change this with the setting "Tell websites not to share & sell data" in Settings > Enhanced Tracking Protection (under Privacy and Security).

    The overriding doesn't have to occur such aggressively. (seemingly upon each app start)

    Meanwhile, the GPC seems to be forced-on in Private Browsing.
    Regardless, it's preferable to have it completely disabled (via "privacy.globalprivacycontrol.functionality.enabled") for the reason mentioned in [ https://bugzilla.mozilla.org/show_bug.cgi?id=1848951#c1 ].
