1873542 - Explore feasibility of a replacement for the details and summary pattern inside of moz-card

Since interactive content within a <summary> element is currently an accessibility issue, we should determine some other way of exposing this details/summary pattern with nested interactive content. One recommendation from a11y (:morgan) is to use the heading and content outside of the <summary> element and then use a "Show more options" control or similar to toggle the accordion content. Regardless of what we do, we should move the expandable content as close as possible to the control that handles the expand/collapse. This will ensure folks who are using magnifiers will see that content was added or removed.
