We have a number of new surfaces that are using different versions of a card element - see the Shopping team's shopping-card.mjs or the Firefox View team's card-container.mjs for a couple of examples. A similar pattern is showing up in designs for translations settings, and there are also numerous existing places in the app where we employ elements that could be considered cards.

In light of how common this pattern is becoming, it makes sense to create a single card element that fits as many of these use cases as possible.
