Sorry I should have caught this in the previous Bug 1873809
I was only looking at the version numbers, which is technically satisfied in the internal pypi, but it only contains whls for python 3.6 and 3.7 so it fails.

I changed it from 1.1.0 to 1.0.9 because technically 1.1.0 is the upper limit for mitmproxy 10+, but for the current testing of mitmproxy 8.1.1, it needs to be less than 1.1.0

There were some existing Brotli==1.0.9 files on the internal pypi:
Brotli-1.0.9-cp35-cp35m-manylinux1_x86_64.whl
Brotli-1.0.9-cp36-cp36m-macosx_10_9_x86_64.whl
Brotli-1.0.9-cp36-cp36m-manylinux1_x86_64.whl
Brotli-1.0.9-cp36-cp36m-win32.whl
Brotli-1.0.9-cp37-cp37m-macosx_10_9_x86_64.whl
but there are many more on pypi.org; I'll upload the missing ones.
