We can remove the OCSP ETP strict feature once Bug 1874143 gets landed.

Removes OCSP partitioning from ETP-Strict features due to being enabled by
default for more than two years (Bug 1874143).
Similar to how network state partitioning was removed in Bug 1954293,
we can also remove the underlying prefs:
- privacy.partition.network_state.ocsp_cache
- privacy.partition.network_state.ocsp_cache.pbmode
