There is no way to change the size of the personal toolbar say to two or three
rows nor arrows to move to bookmarks not displayed on the toolbar.

Reproducible: Always

Steps to Reproduce:
1.add 15 dummy folders to you personal toolbar bookmarks
2.try to access the last one
3.

Actual Results:  
I cant access the last ones.

Expected Results:  
given me some arrows or added another line to the toolbar.
nothing to do with menus.... though possibly with the <toolbar> widget.
