I can reproduce this when enabling the "Desktop site" toggle.
I've also checked that Chrome loads the desktop site fully zoomed out.

I should also mention that I reproduced this on a phone, so it's not tablet specific.
(Hiro, I'm not sure whether you intended for bug 1875922 to be a tracking bug for issues that only reproduce on a tablet. If so, I will remove this one as a dependency.)
